alla manifestazione contro il Summit delle Nazioni più Industrializzate del mondo (G8) a Colonia il 19 giugno 1999

Perchè si affermi il Potere Popolare.

In questo storico evento di diretto confronto tra le forze del potere di governo centralizzato e le forze in rappresentanza del popolo, noi partecipanti a questa Inter-Continental Caravan per la Solidarietà e la Resistenza, i contadini Indiani, i rappresentanti dei pescatori Indiani, degli Adivasis, e anche i movimenti dal Brasile, Messico, Colombia, Nepal, Pakistan, Chile, Bangladesh, Ukraina, Argentina, ecc. siamo venuti qui per incontrare i movimenti popolari dell'Europa e sottolineare la necessità di una maggiore solidarietà.

Siamo venuti qui per costruire ponti tra la gente che pretende un futuro, che disobbedisce alle istituzioni che gestiscono l'odierno sistema auto-distruttivo del governo globale dell'economia, della politica e delle strutture militari, e che vuole riprendersi il potere nelle proprie mani per costruire un mondo diverso. Un mondo dove la popolazione locale abbia il controllo della propria economia locale, dove il potere  politico ed economico centralizzato scompaia, dove la crescita economica e l'aumento dei consumi lascino il posto alla qualità della vita e alla eguaglianza come obiettivi sociali, dove il militarismo e l'aggressione diventino brutti ricordi del passato.

Noi non vogliamo il denaro dell'Occidente, le tecnologie o gli "esperti" che ci impongano il loro modello di sviluppo. Noi rifiutiamo anche di essere usati come strumenti politici per ottenere dalle élites  riforme da noi mai richieste. Noi vogliamo solamente organizzare le nostre forze e unirle alle forze degli altri movimenti del Nord e del Sud per recuperare il controllo sulla nostra esistenza. Noi non stiamo lavorando per ottenere un posto alla tavola globale dei negoziati, nè tantomeno per fare una rivoluzione violenta; stiamo solo lavorando ad un processo a lungo termine per la costruzione di un mondo diverso, per un mondo che si realizzerà a partire dal locale verso il globale e attraverso un cambiamento nei valori e nelle scelte quotidiane di milioni di persone.

Comunque, noi nel Sud sappiamo  che queste isolate e strettamente simboliche azioni e tentativi simili per costruire delle alternative popolari, non sono sufficienti per demolire il potere che gira intorno al Nuovo Ordine Mondiale, e la loro bramosia di dominare, specialmente nel contesto dei ravvicinati e previsti tentativi di introdurre una versione estesa dei Trattati per un " Libero" Commercio, di espandere il potere delle multinazionali, di rafforzare la loro propietà privata sulle forme di vita, attaverso il cosìddetto "Millenium Round" che inizierà nella prossima conferenza dei ministri del WTO che si terrà a Seattle, nel novembre del 1999.

Quindi il nostro appello è che un più efficacemente organizzato e concordato tentativo, sia per azioni dirette che per la costruzione di alternative popolari, sia l'Agenda post-Caravan per combattere simili iniziative. Vi invitiamo a partecipare alla  2° conferenza dell'Azione Globale dei Popoli, a Bangalore  (India), nell'Agosto 99, per discutere e coordinare questi sforzi.

Mettiamo insieme le nostre mani e le nostre teste per la lotta comune.

To Establish People's Power

On this historic event of a direct confrontation between the forces of centralised global governance and the forces of empowerment of the people, we the participants in this Inter-Continental Caravan for Solidarity and Resistance, the Indian farmers, representatives of the Indian fisherfolk and the Adivasis and also movements from Brazil, Mexico, Colombia, Nepal, Pakistan, Chile, Bangladesh, Ukraine, Argentina, etc. have come here to salute the peoples' movements of Europe and to emphasise the need for an increased solidarity.

We have come here to build bridges between people who want to reclaim their future, to disobey the institutions that run the current, self-destructive system of global economic, political and military governance, and to take their own power in their hands in order to construct a different world. A world where local people are in control of their local economy, where centralised political and economic power disappear, where economic growth and increased consumption give way to quality of life and equality as social goals, where militarism and aggression become bad memories of the past.

We do not want Western money, technologies or ‘experts’ to impose their development model on us. We also refuse to be used as political tools to ask the elites for reforms that we never demanded. We only want to organise our strength and combine it with the strength of other movements in the North and the South in order to regain control over our lives. We are not working for a place on the global table of negotiations, nor for a bloody revolution; we are just working on the long-term process of construction of a different world, a world which will come about from the local to the global, from a shift in the values and everyday choices of millions of persons.

However, we in the South feel that mere symbolic and isolated direct actions and similar efforts at building up peoples' alternatives are not enough to demolish the powers that run the New World Order and their hunger for dominance, especially in the context of their impending and expected efforts to introduce extended versions of 'Free' Trade agreements, to expand the power of transnational corporations and to strengthen their private ownership over life forms, through the so-called Millennium Round set to start at the next WTO Ministerial Conference in Seattle, in November 1999.

Hence, our appeal is that a more effectively orchestrated and concerted effort in both direct actions and building up of peoples' alternatives should become the post-Caravan agenda, to combat these initiatives. We invite you to participate in the second conference of Peoples' Global Action in Bangalore (India), in August 1999, to discuss and co-ordinate these efforts .

Let us put our hands and heads together in our common struggle.
